Abstract
The Highway Design and Maintenance Standards Model (HDM-III), developed by the World Bank, was used for over two decades between 1980 and 2000, to combine technical and economic appraisals of road projects, to prepare road investment programs, and to analyze road network strategies. The International Study of Highway Development and Management (ISOHDM) extended the scope of the World Bank HDM-III model, with adaptable and user-friendly software tools, to provide a harmonized systems approach to road management. The Highway Development and Management Tool (HDM-4 Version 1) that was released in 2000 considerably broadened the scope of traditional project appraisal tools such as HDM-III. It provided a powerful system for the analysis of road management and investment alternatives. This chapter describes the improvements included in the Version 2 of HDM-4 that are categorized as: new applications, improved technical models, improved usability and configuration, improved data handling and organization, and improved connectivity. These improvements relate to new analysis modules to enhance HDM-4 applications. They include sensitivity analysis, budget-scenario analysis, road-asset valuation, multicriteria analysis, and estimation of social benefits.
