Abstract

The National Science and Technology Information System (NSTIS) is a complicated information system which aims to support the management and implementation of national science and technology research and development (S&T R&D) programs and to provide all-round services for various groups of users. To fulfill the requirements of the current reform in the field of national science and technology development, with an in-depth analysis of service requirements and key technologies, we propose a scalable and high-available architecture which supports the management and implementation of national S&T R&D programs to meet the demands of the public, departmental joint conferences of national S&T R&D programs, program management institutes, as well as supervision and evaluation institutions. We also propose a distributed and multi-node operation system which is suitable for multi-department and multi-level coordination. Moreover, we establish the core resources and functions, such as basic service, platform service, resource service, operation support, and propose relevant key technologies and corresponding solutions based on a four-layer architecture. Finally, we analyze and summarize the performance and achievements of NSTIS, and provide an outlook on future lines of research.
