Abstract
With the rapid improvement of China’s national defense science and technology, it is urgent to construct the indicator system of national defense science and technology development and make management more scientific. Based on the research of the current indicator systems of science and technology evaluation, this paper designs a three-level indicator system of national defense science and technology development from the perspective of the whole national defense development status. Following the input-output-environment framework, the indicators take into account both efficiency and international influence, and are not only comprehensive, but also have outstanding key indicators. The indicator system can promote the national defense science and technology strategic management from experience management to scientific management, and improve the refinement and scientization level of management.
