Abstract
The purposes of this research was analyzing and describing the policy implementation of controlling population growth in Sidoarjo Regency. This research was using a source of data consists of primary and secondary data with collecting techniques of data namely: observation, interview and documentation. Data analizing technique used qualitative analysis with descriptive approach that included: collecting of data, reduction of data, presentation of data, draw a conclusion. This result of this research indicated that information education communication was still lacking and giving services to the public and lacked of planning family trainer, the duty of planning family was rising, the participate of planning family for man still low especially medical man surgery, and population growth is quite high.

Summary
ABSTRAK Tujuan penelitian ini adalah menganalisis dan mendeskripsikan implementasi kebijakan pengendalian pertumbuhan penduduk di Kabupaten Sidoarjo serta faktor pendukung dan penghambatnya. Penelitian ini menggunakan sumber data yang berupa data primer dan data sekunder, dengan beberapa teknik pengumpulan data, yaitu: observasi, wawancara, dan dokumentasi. Teknik analisis data yang digunakan dalam penelitian ini adalah analisis deskriptif dengan pendekatan kualitatif yang meliputi: pengumpulan data, reduksi data, penyajian data, menarik kesimpulan. Hasil penelitian ini menunjukkan bahwa Komunikasi Informasi Edukasi (KIE) masih kurang dalam penyampaian informasi serta pelayanan kepada publik serta berkurangnya Petugas Lapangan Penyuluh KB (PLPKB), beban tugas Petugas Lapangan Penyuluh KB yang semakin bertambah berat, kesertaan KB Pria masih rendah terutama Medis Operasi Pria (MOP) masih rendah, Laju Pertumbuhan Penduduk (LPP) masih sangat tinggi.
