Abstract
The study evaluates the potential effects of TTIP on public services. Section II we provides a general overview of the basis of TTIP and its current state. The paper then examines the EU’s legal basis with regard to the negotiation of free trade agreements concerning public services (Section III). Section IV presents an analytical model which can be used to evaluate the effects of service liberalisation obligations in free trade agreements on public services. This model is then applied to the TTIP negotiations and the currently known state of negotiations in the area of service liberalisation (Section V). The following sections examine what effects the planned TTIP chapter on public procurement, competition and energy could have on public services and what special features may arise in connection with the planned chapter on investment protection for public services.
