Abstract

I denne artikkelen presenterer vi resultatene fra et forskningsprosjekt om digitalisering i offentlig sektor, basert på data fra over 250 ansatte i kommuner, fylkeskommuner og statlige virksomheter. Vi konstaterer bred enighet om at digitalisering har betydelige konsekvenser for sektoren. Samtidig opplever respondentene at deres virksomheter ikke er tilstrekkelig proaktive i møte med denne utviklingen. Våre funn viser at det offentlige står overfor flere utfordringer i digitaliseringsarbeidet, både av strategisk/ledelsesmessig og av operativ karakter. Formålet med artikkelen er å gi ny forståelse av hva digitalisering innebærer for norske offentlige virksomheter, og å bidra med praktiske råd til offentlige ledere om hvordan de kan lykkes enda bedre med digitalisering. Abstract in English How Can Norwegian Public Organizations Succeed with Digitalization? In this article, we present the results from a research project on digitalization in the public sector, drawing on data gathered from over 250 employees of municipalities, county municipalities, and government enterprises. Our research indicates a widespread consensus on the substantial impact of digitalization on the sector. At the same time, the respondents feel that their organizations are not sufficiently proactive in dealing with the changes. Our findings show that the public sector faces multiple challenges in its digitalization efforts, spanning strategic, managerial, and operational issues. The purpose of the article is to deepen the understanding of what digitalization means for the Norwegian public sector, and to provide practical advice to public leaders on how they might succeed with digitalization.
