Abstract
Concerned about the impacts of climate change, many countries are adopting tax policies designed to change the behaviour of emitters of CO2. While climate change may be affecting Latin America and the Caribbean more than some other parts of the world, governments in that region are also concerned about the tax burdens faced by businesses and individuals. In this Talking Points, Silvana Yanichevsky reviews the landscape of green taxes in the region and explains why, in her view, governments will need to address broader issues of social and fiscal inequities before they can fully commit to using tax policy to address climate change.
