Historical reference and inspiration for tier reform of local administration in China

Abstract

Viewed from China's history, the management system in China constantly change with the variation of dynasties in history, but the three-tier system still dominates the administration tier; from the settings of local tier around the world two-tier system and three-tier system occupy main positions, while very few countries implement four-tier system. Through refering the history of China and experience on the setting of local administration tier: It indicates that economic development is the the main factor to determine administrative regionalization and tier of administrative regionalization; It is appropriate the administration tier of local government is kept in two or three-tier system; the institutional support of laws and regulations is the base of success for administrative reform.
