Abstract

A new chapter in international law of the sea is unfolding with the adoption of a multilateral agreement dedicated to the governance of marine biological diversity in areas beyond national jurisdiction. Vietnam has been playing a proactive and influential role since the early drafting stages of this Agreement. The article offers a detailed overview of the drafting process, encapsulating the agreement’s primary contents. It also emphasizes Vietnam’s dynamic participation in the negotiations and suggests strategies for Vietnam to effectively become an official party to this Agreement.
