Abstract

The purpose of this paper is to establish a model to evaluate the higher education system and rank the higher education systems of several countries. In the evaluation model, taking each country's proportion of higher education enrollment, proportion of government spending on higher education, study abroad destination rate, teacher-student ratio and the number of QS Top 100 universities as evaluation indicators, we established the analytic hierarchy model. The final score of each country was calculated by determining the judgment matrix, normalization, consistency test and weight determination. This paper assesses the development of higher education in each country based on the data collected.
