Abstract
Health sector financing in West Bengal reflects inadequate budget spends on health and family welfare services on the one hand and a number of structural inefficiencies on the other. Keeping in view key financing issues and the health mission and strategic goals of the state, this paper attempts to develop a mid-term expenditure framework. The purpose of such an exercise is to evaluate policy issues arising out of mid-term projections, including issues related to donors funding support. The analysis and findings suggest that the government would require committing a significant level of additional resources on a sustainable basis and look for sizeable funding support from donor partners. To build financial capability and ensure sustainability of increased health spends, the government also needs to evolve alternative financing schemes. It is emphasized in this article that community funding, among others, holds a greater promise not merely as another alternative for resource mobilization but also as an institutional process for ensuring social security and improved accessibility to basic health care services.
