Abstract
Rules and regulations that are formulated by the Federal, state, and local governments have attempted to protect the public and employees working in commerce and industry from the dangers inherent in the handling, storage, and transportation of hazardous substances and hazardous wastes. Despite all of the regulations, however, the transportation of hazardous materials and waste presents risks that cannot be totally eliminated by those or any other means.
