Abstract 1) The primary requirement in foreign affairs work is to do a good job in waging the struggle of [political] line. We must hold fast to this path. The problem with Ch'iao Kuan-hua today is his failure to hold fast to the path of socialism. However, this does not mean that Ch'iao should simply be knocked down because of his mistake. If he does not realize [his mistake], we can help him and continue to do so until he realizes it. If he can continue to work he should do so. Of course, he need not necessarily work in the Ministry of Foreign Affairs, but may work in another ministry as well. [As a cadre should be able to work at either] a higher or a lower level appointment, Ch'iao can work as a bureau chief if he is no longer a minister.
