Abstract

On September 21, 1990, the Office of the President set up the National Unification Council as a special institution dealing with the issue of reunification. On January 28, 1991, the president made a public announcement for implementing the Organizational Regulations of the Mainland Affairs Council of the Executive Yuan, and consequently the Mainland Affairs Council was formed. On February 9, 1991, the Mainland Affairs Council approved the formation of the Strait Exchange Foundation. On February 23, the National Unification Council adopted the Guidelines for National Unification, which was then approved by a meeting of the Executive Yuan on March 14. The government also promulgated the Statute Governing the Relations between the People of the Taiwan Area and the Mainland Area and its detailed regulations for implementation, which became effective on September 18, 1992. By then, the government's most important guidelines of its mainland policy and the organizational and basic legal structure of its mainland affairs had been completed. This series of important policies indicates that the development of relations between the two sides of the Taiwan strait is entering a new phase.
