In October 1994, Mrs Bottomley announced that six standard GP fundholding practices in England were to be selected to conduct an assessment of whether the purchase of maternity services should be included in standard fundholding. The pilot sites were to be asked to identify and address issues associated with successful purchasing in accordance with Changing Childbirth. In December 1994 GP standard fundholding practices were invited to apply to be one of the pilot sites and six bids were selected from the 22 received.
