Abstract
Este artículo analiza con detalle la evolución de la gobernanza portuaria. En primer lugar se presenta una revisión de las teorías más relevantes sobre sistemas de gobernanza portuaria a nivel mundial; en segundo lugar se realiza una clasificación de la gobernanza portuaria en los países de América Latina a través del análisis de su legislación portuaria; finalmente, se presenta una propuesta de modelo de gobernanza portuaria, que responde a la problemática actual existente entre los stakeholders del cluster portuario.
