Abstract

Global cyber security in the new era is characterized by its hazards, seriousness, and complexity. The Internet has given many individuals new political power, and it has also expanded the frontiers of global governance. The current cyberspace governance is faced with the limited interaction between information technology and institutions, which is manifested as the institutional dilemma of cyberspace governance, the conflict of governance subjects, and the value conflict of cyberspace governance. By constructing a global cyber security cooperation system, countries around the world can jointly address the security threats in cyberspace, thereby achieving effective governance of cyberspace. Realizing the interdependence of human beings, the mutual bridging of interests, and the interaction and integration of civilizations in cyberspace are the three internal logics of building a global cyber security cooperation system..
