Abstract
Legislative winds keep switching direction in the global environment. In the 1970s, they were blowing strongest in Japan. In the 1980s, they were creating a surge of activity in Europe, and in the 1990s, they are blowing strongest in the United States. Hazardous waste and air pollution control regulations will be as stringent in the United States as anywhere else in the world thanks to recent congressional activity. These new laws have a profound effect not only on the health and welfare of U.S. citizens, but on the competitive position of U.S. pollution control manufacturers in the world market.
