Abstract

In this article we aim to discuss the institutionalization of Project Management in Brazilian public administration context, more specifically, in Fiocruz, a complex Brazilian federal public organization. The relevance of the topic in the panel is focuses on contributing to the accomplishment of the organization's missions, to the success of it's projects and to the achievement of the organizational objectives. The significance of the research lies in the fact that it contributes to overcome the mishaps and challenges of the Project Management Office (PMO) in the public sector. The general objective is to propose actions aimed at the institutionalization of project management in an organization with this profile. As specific objectives, the work aimed to map the existing Project Management Offices in Fiocruz; to analyze information on how projects are managing; and, to define standard procedures for institutional project management. The applicability of the research is very relevant, inasmuch as with the adoption of the standard procedures and implementation of the proposed actions, it can be obtained gains such as: resources optimization; adoption of a culture of recording lessons learned; better functioning of collegial bodies; and culture reach excellence in project management.
