Abstract
This research aims at studying the Geopolitics of Information and Communication Culture in The Arab Homeland. This study hypothesizes that the current situation of information and communication is not that promising, since its minor role in enhancing the strength of this region in the political map according to the analysis of the available chances in facing all the challenges. This research studies I. The current state of information and communication culture. II. The quantity measuring of technical and information achievement: Guides for technical achievements, patents, Guides for new and old inventions and human creativity III. Conclusions (challenges and potential chances). The search came up with some conclusions , one of these is the necessity of adopting a unified Arabic strategy in the field of information and communication through special national systems of culture and communication. In addition to that , the work towards the rise of the Arab nation is to move side by side with ''Information Revolution'' and ''Globalization''

مقارنة بالدول الصناعية. -2وعند التدقيق بنتائج الأدلة المكونة لدليل الإنجاز التقني :دليل الإبداع التقني ودليل انتشار الاختراعات الحديثة ودليل انتشار الاختراعـات القديمة ودليل التعليم نلاحظ أن الصورة تتكرر فيمـا يـرتبط بحجـم الفجوة بين مجموعتي الـدول العربيـة النفطية واللانفطية والأهداف المقارنة التكتيكية )إيران وتركيا( والستراتيجية البلدان الصناعية .وهذا يعني إن الدول العربية النفطية في موقع أفضل مـن عمـوم الـوطن العربي .بيد أن هذه الصورة لن تكون لها تأثيرا كبيرا في مجال الأمن القومي العربي برمته .طالما أن هذه الدول النفطية لاتمثل سوى أقـل من ثلث إجمالي سكان الوطن العربي .مما يعكـس ضـآلة الاهتمـام بالتنمية البشرية .فحجم الاستثمار في التقانة الحديثة وتطوير المـوارد البشرية يشكل حجر الزاوية في مخرجات هذه الأدلة .فتنمية رصـيد رأس المال البشري ,والتقانة تعد أهم موارد صنع التنميـة والتحـول
