Abstract
The article rethinks the classical approach to using the GAP analysis method, examines the possibilities of its application in public management of rural areas, and evaluates innovative approaches in accordance with strategic directions for the development of the social sphere. Recommendations for improving existing innovative approaches have been developed and proposed. It has been proven that for the preservation of rural areas in Ukraine during the Russian-Ukrainian war and in the post-war period, an important strategic priority of public management is the development of a safe environment in the rural community ("Safe Community" concept, police stations, electronic services, Zero Waste concept, protecting the environment).
