Abstract

Russia and the United States face an entirely new kind of nuclear threat, in the form of high-tech terrorism. With modern communications technology, it is conceivable terrorists could crack either country’s command and control system and initiate a launch. Both sides must overcome habits of the past and begin to cooperate on making the C3 systems transparent, safe and reliable, through joint modeling, sharing of intelligence, de-alerting missiles, and sharp reductions in numbers of warheads.
