Transforming these relationships into professional development schools where school-based and universitybased educators work collaborativelyl would seem an easy task. However, that has not always been the case. While a common history can provide a foundation for establishing collaborative relationships (DarlingHammond, 1994), in many cases obstacles must be negotiated before a cooperative relationship can become collaborative.
