Abstract
In the process of building communism, our country is implementing a program of economic and social transformation of Soviet society gigantic in scale and significance. As this program is realized, the material and cultural level of Soviet people rises, and their desire to become more fully familiar with the intellectual riches accumulated by humanity, their striving for creative activity, for ethical and physical improvement, increases. The significance of working people's free time in the solution of these problems grows steadily, particularly under the conditions of developed socialist society. Improvement of the use of that time is an important element in the social policy of our Party.
