Abstract
The alienation felt in large impersonal schools was a major focus in Turning Points: Preparing American Youth for the 21st Century (Carnegie Council on Adolescent Development, 1989). One of the recommendations of the widely read report was to create learning communities, small groups of teachers and students interacting on a daily basis to increase in schools.
