Abstract

This article describes the formative evaluation of the Consortia for Future Leadership and Human Resources for the Social Inclusion of People with Special Needs. Evaluation methods and results for the Consortia's second year of operation are presented. Pertinent findings include evidence that the Consortia is making continuous progress in achieving the major objectives for its cross-country student exchange in both the United States and Brazil. Furthermore, reported levels of satisfaction for participating university professors, community rehabilitation providers, and students in both countries were very high. Applications of these findings to improve the Consortia's student exchange as well as the implications of the evaluation for international rehabilitation counseling and education are discussed.
