Abstract

In modern economic conditions, the most important factor in increasing the efficiency and productivity of personnel is the strategy of developing special and leadership competencies of line and functional managers of industrial organizations. Currently, there is an increase in the scope of responsibility of managers: implementation of project activities; digital transformation of business processes; building effective business communications; carrying out timely prevention of destructive conflicts and professional stress of personnel, etc. These factors increase the requirements for the competence of a modern manager: for his special, leadership competencies and for the level of emotional intelligence. In order to timely solve strategic problems of innovative development, it is necessary to create favorable socio-psychological and organizational conditions of the internal environment of an industrial organization, ensuring an increase in the level of development of not only professional competencies, but soft skills. The presence of a set of these groups of competencies in the «portfolio» of managers’ competencies makes it possible to demonstrate the effectiveness of managerial work. By the effectiveness of managerial work, the authors understand the degree of achievement of the tactical and strategic objectives set in the organization for the development of human resources, taking into account the costs of production factors and management competencies. It is necessary to increase this indicator based on a strategy for expanding management competencies, which allows for optimal use of production factors, thereby increasing the pace of socio-economic development of the organization. In this study, we adhere to the hypothesis that the strategy for the formation of special and leadership competencies must be considered as a mandatory element of the active personnel policy of a modern organization, ensuring the harmonization of social and labor relations. The following methods were used in this study: method of comparison and synthesis of information; questionnaire; expert survey. As part of the theoretical stage of the study, an analysis of scientific publications was carried out, the results of which are of practical importance for determining the principles and methods of developing special and leadership competencies of managers. At the empirical stage of the study, a questionnaire survey and an expert survey were conducted to assess the importance of management competencies of line and functional managers of industrial organizations in the oil and gas industry. The article presents an analysis of the results of questionnaire and expert surveys. In the study, the experts were line managers of an industrial organization in the oil and gas industry (three experts), and the respondents in the survey were students studying in the field of «Management» at Samara State Technical University
