Abstract

The Council for Scientific Policy in its second report (see review in December 1967 Bulletin) rejects the idea of a number of universities becoming 'centres of excellence' and instead favours the creation of focal centres of specialization, within which each university would be able to specialize in a limited number of fields. As the Council recognizes, this is already happening, since no university can do everything, but the intention here is clearly to encourage such specialization.
