Abstract
The near‐crisis situation caused by technical problems with the GOES‐7 satellite recently caused the Senate to express a willingness to provide $110 million to the Hughes Space and Communications Group to deliver a satellite quickly. The plan would involve a presidential declaration of emergency to either build a simpler satellite or purchase one currently being built by Hughes for Japan. In an unprecedented action, a special hearing on the National Oceanic and Atmospheric Administration's GOES program was called by the Senate Subcommittee on Commerce, Justice, and State, the Judiciary and Related Agencies Appropriations on July 10.
