Financial Mechanisms of Digital Transformation of Agriculture

Abstract

The purpose of the article is to evaluate the current information changes in all spheres of the global community. Transition to the traditional spheres of the national economy to the digital platform shows the needs for a complex modernization of the sphere, the necessity for search for new approaches to production of raw materials, and growth of efficiency of agricultural companies by 2024. This goal requires the selection of the corresponding tools that conform to the modern technological requirements, which allow for correct evaluation of the effectiveness of the planned measures. For achieving the set goal, the following tasks are solved: evaluation of the dynamics of development of agriculture for the main sub-spheres of crop research and cattle breeding, analysis of the dynamics of export and import of agricultural products for the last five years, comparison of the rates of production for the main categories of raw materials, study of the departmental target program “Digital agriculture”, and comparative assessment of the volumes of financing of the program’s measures from various sources. The performed evaluation of the specific features of financial provision of digital transformation of the Russian agriculture is aimed at determining the tendencies of transition from the traditional approach to the technological approach in production of raw materials. The authors use the methods of normative and legal analysis and evaluation of the modern situation in the sphere of state management of digitization of the spheres of agriculture within implementation of the departmental program of digitization of agriculture. For evaluating the current situation and concluding the results of the works for the recent years, a content analysis of the results of the sphere’s works is performed. Digital data are taken from open Internet sources and analyzed with the methods of financial, graphical, and trend analysis, with further formalization and systematization. In view of transition to the Fourth industrial revolution, the traditional systems of interaction and organization of the processes of production lose their importance and competitiveness. For increasing competitiveness in the Russian and global markets, companies of various spheres have to follow the modern tendencies and conduct modernization of the production basis and the system of management through implementation of digital technologies. The state is very interested in intensification of agricultural production and maximum usage of the export potential of the sphere. The program “Digital agriculture” will allow for transformation of the existing system of management and for usage of new opportunities for production of agricultural raw materials. The authors evaluate the financial provision of the implemented program of digitization of agriculture and substantiate new approaches to organization of the sphere’s management.
