Abstract
The article is devoted to the study of the internal administrative and legal organization of pension provision in Ukraine, which is a relevant issue in the context of modern demographic and economic challenges. The article analyzes the main problems and ways to improve the pension system of Ukraine. It is noted that the rapid aging of the population and a significant share of informal employment complicate the financing of the pension fund, and the shadow economy reduces revenues. The features of pension system administration, the role of decentralization, the introduction of electronic services, and measures to increase social security are highlighted. These changes are aimed not only at increasing the efficiency of the pension system, but also at strengthening citizens’ trust in its work and attracting workers to the official labor market. It is determined that the internal administrative and legal organization of pension provision in Ukraine establishes key elements for the effective functioning of the system, in particular the structure, functions and interaction of bodies involved in the management of pension resources. Such an organization ensures coordination between central and local bodies, which allows for a prompt response to the needs of citizens, effective allocation of resources and implementation of control mechanisms. Thanks to this support, transparent administration of pension payments becomes possible, optimization of management processes and support of the financial sustainability of the pension system in the face of economic and demographic challenges. The possibility of adapting international experience in optimizing the purpose of the pension system is also being considered. The proposed recommendations are aimed at increasing the financial sustainability of the pension fund and ensuring a decent standard of living for the elderly. It is noted that the reforms are aimed at expanding e-administration, strengthening social dialogue and involving workers in formal employment, which contributes to the financial sustainability of the pension system. As a result of the implementation of these measures, it is expected to increase the level of social protection of elderly citizens and ensure the stability of the pension fund. It is concluded that the system of internal administrative and legal organization requires constant adaptation to new conditions and circumstances, which is manifested in the implementation of electronic administration, transparent control mechanisms, expansion of social dialogue and gradual decentralization. In other words, the internal administrative and legal organization of pension provision in Ukraine is the basis for the stable and effective operation of the pension system.
