Abstract

In power systems, False Data Injection (FDI) attack can covertly mislead the state estimation of the power system and lead to inestimable damage. Traditional studies on FDI attack usually assume that the attacker has complete network information of the power grid. However, this assumption is often difficult to be achieved due to the good protection of data in the control center. In this paper, an FDI attack approach with incomplete network information is proposed against AC state estimation. In addition to constructing an attack vector to modify the selected state, this approach also gives the attack range of the state. Through the analysis of the residuals we propose a method to extend the range that can evade bad data detector. Simulation in the IEEE14 and IEEE118 bus systems verify the feasibility and stealth of the model.
