Abstract

This paper examines the problem of extraordinary realization of state functions of security. Extraordinary means a deviation from the usual normative order of actions. In modern conditions, this means not only emergency actions of state authorities, but also the adoption of extraordinary legislation. In the information age, the effectiveness of extraordinary legislation to achieve its goals is rather limited.
