Abstract

The debate between state-centric and retreat scholars is focused on the advanced states in Western Europe, North America and Japan. Both sides in the debate have a certain contrast picture, a certain historical view of the state in mind when they discuss the development and change that has taken place with respect to the state. In other words, both sides use ‘the modern state’ as the baseline for their considerations, as explained in Chapter 1. But many states in the world today do not belong to this group, and of special interest here are the states in the Third World.
