Abstract

The central purpose of this paper is to question the low visibility of food insecurity and food aid in the current European political context. At first, the reader is invited to a commented and critic visit to Milan 2015 Universal Exhibition. Also, it is demonstrated that food security and food aid remained in second plan in relation to other themes that rich countries prioritized to show the world. Then, the analysis of the main European Food Aid Program is able to demonstrate the social, political and economical relevance of the food insecurity problem in the continent and particularly in France. In second, the article examines the problems of poverty, food insecurity and waste of food in the European context. Third, it is mentioned the main European program of food aid, which existence shows the social, political and economic relevance of the problem in that continent. The case of France, one of the countries whose pavilion was one of the most visited in Milan 2015, which has a portion of its population living in food insecurity and assisted by food aid. Finally, three reasons for the scarce mention of those themes in the event in Milan are presented. Keywords: poverty, food security, aid.

Pobreza e insegurança em contexto de abundância

A Declaração de Roma, formulada em encontro mundial sobre alimentação realizado em 1996, aponta que os seres humanos vivem em segurança alimentar quando têm em todo mo-. No conjunto dos países desenvolvidos a taxa prevalência de subalimentação é de cerca de 5%, situação que tem por principal causa a pobreza (FAO, 2014). O problema da pobreza não está erradicado em grande parte da Europa ocidental, ainda que entre os anos 1950 e 1980 as taxas de pobreza tenham sido as mais baixas na história moderna. Esse autor afirma que a morte nos países pobres em decorrência da fome, a subalimentação e as carências das pessoas pobres nos países desenvolvidos tem conexão com as estratégias de grandes grupos econômicos no setor agrícola, a formação dos preços e a especulação com terra e alimentos no mercado financeiro. Por razões econômicas são destruídas reservas de alimentos, retirando dos mercados parte da produção para evitar a queda de preços. As políticas públicas têm papel ativo pois destina recursos para subsidiar a produção, podendo ocorrer que parte dela seja posteriormente destruída para que não atrapalhe a economia
