INTRODUCTION

In the conditions of an unfavourable ecological situation, significant transformations in the economy and social sphere peculiar to many cities of Russia and the world as a whole, it is expedient to implement the city planning policy in the field of urban infrastructure planning, resi-dential areas design and construction on a qualitatively new basis. It is possible to carry out regulatory, legal, organizational, economic, and environmental support for construction applying fundamental principles of the paradigm of biosphere compatibility of cities and settle-ments [01, 02]
