Abstract

The purpose of the study is to assess the effectiveness of state support measures for ethnic Kazakhs living abroad. The main method of evaluation is the analysis of regulatory legal acts of the Republic of Kazakhstan, national programs, strategic plans, reports on science, analytical reports, sociological research. The identified measures operated asynchronously to varying degrees throughout the entire period of Independence of the Republic of Kazakhstan, which was expressed in unstable regulatory support since the 1990s, in the form of a lack of continuity strategy, consistency in the division of responsibility for their implementation. Insufficient application of a systematic approach led to unjustified duplication of state support measures for ethnic Kazakhs living abroad at the stage of their «development». We associate the expectation of synchronization of measures as a factor in improving the effectiveness of their application at a qualitatively new level with the recent official strengthening of the role of the Ministry of Science and Higher Education of the Republic of Kazakhstan due to the inclusion of the Language Policy Committee in its structure
