Abstract

This study builds a model and 14 proposed research hypotheses to understand the factors affecting the public value of e-government in Tien Giang province. In this paper, we choose the sample based on the convenience and spillover method. The population of the sample are people, businesses, officials and employees of agencies and units in Tien Giang province. Quantitative research was conducted by collecting a relatively large number of samples (n = 508 samples). Collected data are processed by exploratory factor analysis (EFA), building multivariate regression models and testing hypotheses. The results of hypothesis testing show that the effectiveness of public organizations, achievement of socially desirable outcomes factors are proven to have relationships with the e-government public value. At the same time, independent factors such as: organizational efficiency, openness, responsiveness also have positive impacts on the effectiveness of public organizations; meanwhile, self-development, equity, trust, participatory democracy, and environmental sustainability also positively associate with achievement of socially desirable outcomes. Research results suggest to state management agencies of Tien Giang province some implications for provincial digital transformation, human resource development, digital business development towards a stable and sustainable development digital society.
