Abstract

Evaluation research in community development: Increasing institutionalization of community development is reflected particularly by the Development of Black Communities Bill (to be promulgated during 1984) and the National Strategy for Community Development in South Africa (1983). This trend may effect a loss of spontaneity and flexibility in the community development movement. This article argues in favour of integration of evaluation research in community development programmes but externally performed by independent research agencies, particularly because of reservations that may exist with regards to the effectiveness of sponsored self-help community development strategies within the divided society of South Africa. It is also indicated that the role of social researcher in the evaluation of social programmes is a marginal position, neither a partisan for the sponsors nor the target community in community development programmes.
