Abstract

This article presentes historical and conceptual conceptions about Scientific Journals since their appearance. Describes the role of the Coordenação de Aperfeiçoamento de Nivel Superior (CAPES) and its revanche in the develoment, consolidation and evaluation of graduate programs in Brazil. Emphasizes the changes that have taken place in the Qualis Journals criteria, in the attrbution of parameters and looks at the main impact over time. Regarding the methodological dynamics in progress, the collection of data and information was restricted to bibliographic and documentar survey, from the comparison of criteria and parameters in a longitudinal perspective. It is dedicated in a preamble way to point out that new Qualis trigger, such as the unique classification for each journal and classification by mother área, as well as the indexing regime in expressive databases such as Scopus and Web of Science. It appears that disagreements can be presente when the subject envolved leads to changes in criteria and parametes for Journals which diretly impacts the organic form of science; howerve, it is observed, from the analyzed documents, that for new áreas of Knowledge, the process must me revised, given the statement by Scientific institutions of the probable losses that may occur affecting the áreas in the main ones that make up the College of Social and Human Sciences.
