Abstract

Currently, any country that wants to develop sustainably, growing wealthy and stronger must adjust its social relations and solve social problems in a fair, equal, and effective manner. For countries oriented towards socialism, the above requirement needs to be better planned and implemented. In the era of strong developing knowledge economy, ensuring socialist orientation in planning and implementing social policies of universities in general and Ho Chi Minh University of Technology, Viet Nam National University Ho Chi Minh City in particular will create strength for Vietnam to participate in the successful process of international integration and globalization. Therefore, the article studies the issue of social policy in two aspects: the theoretical aspect is the general theoretical issues of social policy to ensure the socialist orientation in Vietnam; The application aspect is the social policies planning and implementing at Ho Chi Minh University of Technology, Viet Nam National University Ho Chi Minh City today with the content of inevitability, difficulties, and advantages in the social policies planning and implementing, as well as analyzing and summarizing 4 groups of policies, which need to be well implemented: talents benefits, employment, social services response, support policies for officials, employees, and students with difficult circumstances, based on the needs of learners, jobholders, and employees, thereby listening and absorbing their opinions to make and implement Party-oriented social policies with legality, humanity, and democracy in accordance with the socialist orientation.
