Abstract
Investigation of numerous rural settlements with the small number of population are non-productive charges of budgets on a management. The modern terms of development of communication and communications means allow to administrations of village soviets to carry out a management in more large rural settlements, that will allow more rationally to use budgetary facilities. Analysis of structure and dynamics of budgetary charges on a management 45 rural settlements of three municipal districts of the Novosibirsk area allowed to the author to offer certain variants on enlargement of rural settlements with the purpose of increase of efficiency of the use of budgetary facilities.
