Abstract
The purpose of this paper is to take stock of the numerous changes that have taken place in the energy sector in Ukraine since independence, review current plans for the second stage of the reform process, and identify a set of lessons that the Government of Ukraine as well as other governments coping with the task of transition from central planning and state ownership to liberalised markets and private ownership may find useful. The paper is focused on the sub-sectors that posed (and continue to pose) the most difficult challenges - electricity, coal and gas.
