Abstract

The industrial revolution first occurred in Britain and was inextricably linked to its energy transformation. The land tenure system, the regulations of coal property rights and their changes have strongly contributed to the realization of this transformation. Therefore, based on the historical reflection on the origin of the industrial revolution, energy legislation should establish the primacy of energy transformation, gradually improve the institutional design of new energy, break the path dependence, promote energy innovation, and finally complete the historical task of economic transformation by structuring power and market with a dualistic view.
