BACKGROUND AND OBJECTIVES: The new wave of the Covid-19 pandemic has complicated the working conditions of higher education institutions in Ukraine. In this regard, saving energy resources of the university offers an opportunity to get out of the crisis. The purpose of the study is to develop a management system for energy complexes with non-conventional renewable energy sources in the context of preventing a new outbreak of Covid-19 pandemic.METHODS: The method of Deutsche Gesellschaft für Nachhaltiges Bauen was used to conduct energy audits, construct energy profiles of university offices. The cluster analysis was used to perform energy certification of university offices according to the indicators of integral energy efficiency potential and the level of annual specific energy consumption. Fuzzy methods made it possible to classify all the buildings into 3 categories (A, B, C) to prioritize their use in the light of Covid-19 pandemic. The system for monitoring the attained level of energy efficiency is based on the use of discriminant analysis.FINDINGS: Implementation of the weighted strategy has proved that the classes will be given online, 23% of all offices. Category A (administrative, technical, service buildings; laboratories with unique equipment with 24-hour service) will be used in a pessimistic scenario (continuation of Covid-19 pandemic). In the optimistic scenario (end of Covid-19 pandemic), by means of the suggested energy efficiency monitoring system, the probability of using category A offices makes 100%, B offices- 50% and C offices - 13%.CONCLUSION: Implementation of the developed energy efficiency action plan will offer the opportunity for the University to use reasonably the common connection point of knowledge management of energy complexes with non-conventional renewable energy sources in the context of preventing a new outbreak of the Covid-19 pandemic. The profitability of implementing a weighted energy efficiency strategy is 15%, with a payback period of 6.7 years for the purchase and installation of non-conventional renewable energy equipment. In the future, it would be advisable to convert gradually all of the remaining 14 university buildings to the autonomous use of non-conventional renewable energy sources, using a common connection point for the knowledge management of the energy complexes.

PEM-based Generation Adequacy Assessment of Power Systems with Non-Conventional Renewable Energy Sources

The integration of non-conventional renewable energy sources into the electric power system is a reality around the world. However, from a technical perspective, due to its variable nature, the use of this generation technology introduces uncertainties in the performance of power systems. Thus, in this paper a generation adequacy analysis is performed. Regarding the methodology used to model the power injection of m renewable units, a probabilistic methodology that combines the point estimate method (PEM) with a non-sequential Monte Carlo Simulation (MCS) technique is presented. It should be noted that the IEEE 24-bus RTS was used as test system for the adequacy assessment. In this way, coal-fired thermal generation units were replaced by non-conventional renewable energy sources (solar and/or wind). In addition, the performance of these technologies was analyzed along with the effect of increasing their capacity on the different adequacy indices.

Energy Evolution: Forecasting the Development of Non-Conventional Renewable Energy Sources and Their Impact on the Conventional Electricity System

The development of the world’s electric power systems goes back over a century. During this period, the overwhelming majority of states have formed stable, typically centralized systems for generation, transmission, and distribution of electrical energy. At the same time, technologies, primarily for energy generation, are steadily developing, which leads to the emergence of potentially effective technological solutions based on fundamentally new energy sources. The most rapidly expanding group at the moment are renewable energy sources (RES). This fact is due to the significant coverage of the potential environmental and economic benefits of using technologies based on RES in the information environment. At the same time, the process of transformation of traditional electric power systems, by integrating generation technologies based on the use of renewable energy sources, is extremely resource-intensive, and also potentially reducing the level of sustainability and efficiency of the entire system functioning as a whole. This thesis is primarily true for exclusively centralized power systems. The purpose of this study is to create a forecasting model for the development of non-conventional renewable energy sources (NCRES) for short, medium, and long term, which makes it possible to form an action plan to ensure a reliable and uninterrupted supplying of consumers, taking into account the existing electric power system. The developed model made it possible to identify the most promising directions of NCRES from the integration point of view, and for them the quantification and clustering of the information environment was carried out, which made it possible to identify key trends and the specifics of the development of technological solutions for these directions of renewable energy sources. The developed tool and systemic conclusions formulated on the basis of its application make it possible to develop mathematically sound solutions in the direction of managing the development of traditional electric power systems based on the integration of NCRES.

Student voice in the reorganization processes of higher education institutions in Ukraine

The article examines the participation of students in the reorganization processes of higher education institutions (HEIs) in Ukraine, which, despite regulatory guarantees, remains mainly formal or symbolic. The problem of insufficient institutionalization of the student voice is becoming particularly relevant against the backdrop of a large-scale restructuring of the HEI network in Ukraine. The paper uses the method of case analysis of examples of reorganizations of Ukrainian HEIs using content analysis of documents, interviews, observations, focus groups, and analysis of public discourse. The results showed that most reorganization processes are carried out without meaningful involvement of the student community, which creates risks of protest mobilization, loss of academic identity and a decrease in the quality of communication between stakeholders. In some cases, student initiatives had a decisive influence on the course of the process and its consequences. Mostly, practice shows that students mostly act not as equal participants in reorganizations, but as passive objects of change. This contradicts the principles and approaches of modern governance in the field of education declared in the laws of Ukraine and speeches of the leadership of the Ministry of Education and Science of Ukraine (participation, transparency, accountability, rule of law, consensus orientation, fairness and inclusiveness, effectiveness and efficiency). It was found that the limited or absence of mechanisms for effective participation of the student community negatively affects the perception of the legitimacy of changes, generates protest sentiments and increases distrust in administrative procedures on the part of public authorities and HEI management. Based on the analysis, a conceptual model of student-centered reorganization of HEIs is proposed, which involves the active participation of students in strategic planning, decision-making and monitoring of changes in HEI reorganizations. The article justifies the need to transition from declarative participation of students to their partnership in managing higher education transformations. The proposed conclusions can be used to improve educational policy in the context of optimizing the HEI network.

Training and Research in Higher Education Institutions in Ukraine: Administrative and Financial Issues

This paper aims to describe in detail the functioning of higher education institutions (IHEs) in Ukraine and to discuss some of the administrative and financial problems of higher education there. Problems in the education system naturally attract the attention of both experts and the public at large. Transition has greatly affected the demand for graduates and the quality of training and, at the same time, it has impacted on the forms and opportunities for training and research (including studies abroad), especially in Economics and related fields. This paper seeks to identify directions for reorganisation of the higher education system in Ukraine in relation to changes taking place in other transitional countries and economies. The following issues related to the administration of teaching and research and financial incentives within public higher education institutions are discussed in the paper: the structure of higher education institutions; organisation of academic work; employment and academic positions at University; traffic of academic staff; salaries and wages of academic staff; research IHEs; demand for graduates and postgraduates; sources of finance for IHEs; financial resources of public institutions and the government funds and fee revenues.

The article clarifies the essence of moral and ethical culture and identifies the most effective forms and methods of its cultivation in future teachers in the educational process of higher education institutions in both Ukraine and the United Kingdom. It has been established that moral and ethical culture is an integrated quality of the personality of a future teacher and develops in the course of constantly solving pedagogical tasks related to the moral and ethical education of schoolchildren. The education and further development of the moral and ethical culture of future teachers is carried out in the process of their active participation in professional activities. We define the moral and ethical culture of future teachers as a system of moral and cultural values, value orientations and moral norms. It has been established that the process of educating future teachers in moral and ethical culture combines both traditional and interactive methods. Among the leading forms and methods of fostering moral and ethical culture in future teachers in higher education institutions in Ukraine are: organising thematic research and role-playing games; brainstorming; jointly developing codes of ethics for analysing complex situations; conducting dialogue; modelling ethical behaviour; conducting classroom sessions using interactive teaching methods; developing a personal ‘Teacher's Code of Ethics’ through joint exercises; encouraging future teachers to reflect on their professional roles, responsibilities and the ethical consequences of their actions; providing examples of ethical behaviour; encouraging group discussions to generate ideas and resolve ethical situations; involving students in small group work to promote dialogue and interaction; analysis of educational videos by students to identify violations of ethical standards, and some others. It has been established that, unlike Ukraine, the United Kingdom pays special attention to the ethical education of teachers. The forms and methods of moral and ethical culture education of future teachers in Ukraine and the United Kingdom have been compared. Obstacles that hinder the effective organisation of ethical education for future teachers in the United Kingdom have also been identified.

Information Literacy Programmes: the Experience of Research Libraries in Hong Kong and Ukraine

The article is devoted to the analysis of information literacy programmes developed by libraries of higher education institutions in Hong Kong and Ukraine. The application of such theoretical and empirical methods as an analysis of sources, the method of external observation over the foreign and Ukrainian experience of the information literacy programmes developing, as well as a prognostic method for summarising, allowed to reveal similarities and differences in the content and forms of information literacy programmes implemented at Hong Kong and Ukrainian universities. Different stages of implementation of information literacy programmes by the Chinese University of Hong Kong (CUHK) Library during the last two decades are highlighted. The content of information literacy programmes provided by the libraries of 4 Ukrainian universities in general and the scientific library of the Kyiv National University of Culture and Arts (KNUCaA), in particular, is reviewed. It has been found out such similar characteristics of information literacy programmes of libraries that were analysed as using of traditional forms (lectures, practical exercises, instructions, video lessons) to form the skills and abilities for the effective information search, analytical processing, organisation, evaluation, and use of this information. It has been found out that, unlike Hong Kong, the introduction of certified and online information literacy courses by Ukrainian universities libraries is isolated cases. There is also no experience in testing students’ knowledge before studies of information literacy. Testing is usually done after completing the information literacy programmes, but these tests are not mandatory and only recommended. The authors hope that the experience of the CUHK Library (Hong Kong) in the implementation of the “Immersion Programme”, the UGCIL project, and InfoLit for U will be useful for the Ukrainian scientific library community, considering that libraries of higher education institutions in Ukraine have also started to develop similar programmes and modules. In particular, the interactive online guide “Music Documents in the KNUCaA Scientific Library” is an example of a modern approach to the formation of first-year students’ information literacy, their acquaintance with the scientific library, its services, and resources, basic types of documents, an electronic search algorithm.

SWOT-Analysis of Distant Library and Information Services of Libraries of Higher Education Institutions in Ukraine

The purpose of the article is to conduct a SWOT-analysis of distant services and electronic information resources of libraries of higher education institutions in Ukraine. The research methodology is based on the methods of analysis, synthesis, comprehensiveness of knowledge, generalisation, abstraction, SWOT-analysis. The scientific novelty of the study lies in the fact that for the first time the SWOT-analysis method was applied to domestic libraries that provide library and information services under quarantine restrictions and martial law. Conclusions. A SWOT-analysis of distant services and information resources of libraries of higher education institutions in Ukraine was conducted. The strengths of the scientific libraries of higher education institutions in Ukraine were found to be the provision of remote services: electronic delivery of documents, virtual reference service, determination of UDC indices and electronic information resources: electronic catalogue, electronic archive of scientific works of university staff (institutional repository), full-text databases and resources available on open platforms. Weaknesses include the lack of the following remote services: online chat; creation and maintenance of a researcher's profile in the ORCID, Google Academy, Scopus Author ID, Researcher ID, ResearchGate services; informing users about new arrivals; editing bibliographies and electronic information services on library websites: book trailers, longreads, podcasts, virtual tours and excursions, audiobooks, virtual exhibitions, digests, new arrivals, virtual reviews, thematic lists. Opportunities include the creation of promising forms of remote services and electronic information resources: creation of digital libraries, introduction of sector-specific recommendation systems, development of a mobile version of the library website and mobile applications of electronic library services, development of specialised applications of electronic library services, development of a system of personal accounts, deployment of blogger and streaming activities, use of new platforms for instant messaging: Telegram, Viber, and social network TikTok. Threats to libraries today include the lack of electricity, overloading of library servers, socio-political instability, and cyber threats. Comprehensive Analysis of Functionality Indicators of Library Sites of Technical HEIs of Ukraine Using Digital Monitoring Tools

The relevance of the article. The relevance of the topic stems from the growing role of digital services in providing access to scientific and educational information, which is especially critical for technical higher education institutions, where operational, high-quality and fully functional web resources are essential. The use of digital monitoring tools enables an objective assessment of the performance of library websites, identification of shortcomings and determination of areas for their improvement. The purpose of the article. The purpose of the study is to conduct a comprehensive analysis of the functionality indicators of the websites of libraries of technical higher education institutions in Ukraine using digital monitoring tools (SEMrush Traffic Analytics and Google Lighthouse). The results. The study reveals the current level of functionality of the websites of libraries of technical higher education institutions in Ukraine, identifies key shortcomings in mobile optimization, accessibility according to WCAG 2.1 requirements, and overall performance, and determines priority areas for their improvement. The application of digital monitoring tools (SEMrush Traffic Analytics and Google Lighthouse) made it possible to evaluate traffic volume, sources, device distribution and technical performance, providing a basis for enhancing the quality of information services and integrating libraries into the digital educational environment. The scientific novelty. The comprehensive application of digital monitoring tools (SEMrush and Google Lighthouse) for assessing the functionality of library websites of higher education institutions in Ukraine made it possible not only to measure key performance indicators (loading speed, mobile adaptability, WCAG 2.1 compliance), but also to reveal significant gaps in traffic and accessibility compared to leading European counterparts. The proposed approach enables systematic evaluation of digital library services and formulation of evidence-based recommendations for their optimization and integration into the modern educational and scientific environment. The practical significance. The results of the study can be used to improve the performance of websites of libraries of technical higher education institutions in Ukraine, optimize mobile adaptability and structure of information resources, enhance accessibility of digital services for students and academic staff, and implement recommendations for the integration of libraries into the modern digital educational environment. Conclusions. The analysis showed that the websites of libraries of technical higher education institutions in Ukraine demonstrate varying levels of functionality and often have shortcomings in mobile optimization and accessibility according to WCAG 2.1 requirements. The use of digital monitoring tools provides an objective basis for assessing website performance, identifying problem areas and determining optimization directions to improve the quality of information services and support the educational process.

Short-Term forecasting of photovoltaic power in an isolated area of Ecuador using deep learning techniques

In Ecuador, electricity generation is mainly covered by renewable energy sources that feed the National Interconnected System (NIS). Its economical price means that the installation of systems based on non-conventional renewable energy sources does not represent a benefit for the user. However, rural communities isolated from the NIS do not have electricity services. Due to this, isolated systems become an effective option to supply electricity to these communities. In this regard, the Galapagos Islands have unique biodiversity in the world. Since they are not connected to the NIS, their primary energy sources are based on biogas obtained from fossil fuels, with their negative consequences despite the great potential of solar resources. Hence the need to use non-conventional renewable energy sources that covers the energy demand and do not affect the biodiversity there. Photovoltaic energy forecasting is an essential step in the installation of photovoltaic systems. Prediction models based on deep learning (DL) techniques can obtain a high degree of accuracy in energy prediction tasks. For this reason, this work presents the development of long short-term memory (LSTM) and gated recurrent unit (GRU) models to predict photovoltaic energy in an isolated area of Ecuador. The results highlight the performance of both methods through the achieved short-term prediction.

Optimal Generation Start-Up Methodology for Power System Restoration Considering Conventional and Non-Conventional Renewable Energy Sources

Power system restoration must be accomplished as soon as possible after a blackout. In this process, available black-start (BS) units are used to provide cranking power to non-black-start (NBS) units so as to maximize the overall power system generation capacity. This procedure is known as the generation start-up problem, which is intrinsically combinatorial with complex non-linear constraints. This paper presents a new mixed integer linear programming (MILP) formulation for the generation start-up problem that integrates non-conventional renewable energy sources (NCRES) and battery energy storage systems (BESS). The main objective consists of determining an initial starting sequence for both BS and NBS units that would maximize the generation capacity of the system while meeting the non-served demand of the network. The nature of the proposed model leads to global optimal solutions, clearly outperforming heuristic and enumerative approaches, since the latter may take higher computational time while the former do not guarantee global optimal solutions. Several tests were carried out on the IEEE 39-bus test system considering BESS as well as wind and solar generation. The results showed the positive impact of NCRES in the restoration processes and evidenced the effectiveness and applicability of the proposed approach. It was found that including NCRES and BESS in the restoration process allows a reduction of 24.4% of the objective function compared to the classical restoration without these technologies.

The purpose of the article is to investigate specific aspects of foreign experience in financing higher education institutions, the current state of affairs in this area in Ukraine, proposals from representatives of the government and the expert community regarding the improvement of the existing financing mechanism for higher education institutions in Ukraine, and to substantiate own proposals for its optimization directions. The article analyzes the current state of affairs in the field of financing higher education institutions both globally and in Ukraine. Key issues in the field of financing higher education institutions in Ukraine have been identified, namely: chronic underfinancing of educational institutions from the State budget, which does not adhere to the legally established norm in Ukraine; the worsening situation with budget expenditures on education since the onset of the war; the relative reduction of State financing for higher education institutions compared to other educational institutions; the absence of a universal recipe for developing an efficient financing model for higher education institutions abroad; the lack of consensus at the State level and among the expert community regarding the directions for reforming the existing mechanism of financing higher education institutions in Ukraine. The most common and popular financing instruments for higher education institutions abroad and the main models of their financing used by economically developed countries have been summarized. The most relevant proposals from State representatives and the expert community regarding the directions for reforming the existing mechanism of State financing for higher education institutions in Ukraine have been consolidated. The relevance of attracting funds from external donors has been substantiated, which will have a targeted nature and can be directed towards financing the training of specialists in priority sectors of the economy today and in the near future (construction, production of building materials, metallurgy, energy, transport, communications, agriculture, IT sector, etc.), considering the unprecedented volumes of financial assistance the country is receiving from external partners, which is provided not only in the form of long-term concessional loans but also as non-repayable grants.

MECHANISM OF CIVIL-LAW REGULATION OF RELATIONS FOR THE PROVISION OF PAID EDUCATIONAL SERVICES BY HIGHER EDUCATION INSTITUTIONS IN UKRAINE

The paper defines the specifics of the mechanism of civil-law regulation of relations for the provision of paid educational services by higher education institutions in Ukraine. At the same time, civil-law regulation is understood as a special legal influence on the behavior of participants in public relations, that are included in the subject of civil law as a branch of law. Special legal influence on the behavior of participants in relations on the provision of paid educational services by higher education institutions in Ukraine is carried out through a system of certain legal means, among which in the most general form one can distinguish: civil law norms, personalized individual acts of an autonomous nature (including contracts), personalized individual acts of a power nature (acts of application of law). However, the said civil-law influence cannot occur automatically. In this case, a certain mechanism for carrying out civil rights should be used, the functional purpose of which is to ensure the realization of the powers that make up the content of said rights, and the fulfillment of relevant subjective duties. It has been found that in order to characterize the mechanism of civil-law regulation of relations with the provision of paid educational services by higher education institutions in Ukraine, it is important to take into account the systemic and logical interrelations that exist between the norms of civil law enshrined in various normative legal acts. And this is directly confirmed in the current legislation, in particular in Art. 2 of the Law of Ukraine «On Higher Education», which directly states that «the legislation on higher education is based on the Constitution of Ukraine and consists of the laws of Ukraine «On Education», «On Scientific and Scientific-Technical Activities», this Law and other normative legal acts, international treaties of Ukraine concluded in the manner established by law». It has been substantiated that all the norms of law aimed at civil-law regulation of relations with the provision of paid educational services by higher education institutions in Ukraine should not contradict the general principles of civil legislation defined in Art. 3 of the Civil Code of Ukraine, since they are the basic construction that allows civil law to function as a system of norms of law.
