Abstract

The decentralization of medical and educational services has contributed to efforts to combat marginalization. The planning of state actions, linked to the decision to place resource management in the hands of vale and municipal governments, has enabled the needs of the most vulnerable sectors of the population to be met. However, continuing administrative deficiencies have prevented an effective response by the state which would enable it to achieve its aim of social justice
