Abstract

On one hand, a large number of real risks entail emergency management activities. On the other hand, it is necessary to identify, evaluate, and control the possible risks in every stage of emergency management. Therefore, the theoretic quintessence of risk management should be applied across the whole process of emergency management. Scientific and all-round risk management is in favor of the active and effective emergency management activities.
