Abstract
Funding programs and development of higher education have been growing in recent years, however we realize that autonomy of public universities has been on debate. Thus, this articles aims to discuss the policies of higher education in Brazil in a perspective of human emancipation. This is a literature of authors such as Marx (2010); Jimenez (2010); Arcary (2009); Bertoldo (2007; 2011); Saviani (2204); Lukacs (1978). The results lead us to reflect on the direction and challenges in relation to public policy in the continuing process of socialization and democratization of higher education in Brazil.
