AbstractThe purpose of the article is to identify the influence of modern elites on the processes of innovative development in Russia, the quality of elites and to determine the role of political innovations in the development of agricultural territories in Russia. The article notes that one of the main development goals of modern Russia is the transition to an innovative type of development, which affects almost all spheres of the economic, and socio-political life of Russian society. In the course of achieving the set goal of the study, a political science analysis of the modern processes of elite genesis was carried out and the features of the influence of elites on the innovative development of Russian society and the Russian economy were revealed. The article examines the problems of modern elitogenesis, identifies the need for the transition of the Russian economy to an innovative path of development and determines the role of Russian elites in the implementation of innovation policy, including the agricultural sector. The study analyzes the susceptibility of Russian elites to innovations on the basis of the Elite Quality Index and identifies their ability to implement policies for the innovative development of Russia.
