Abstract

In a modern constitutional and democratic rule of law a series of fundamental rights are recognized to all people to live a full and dignified life. Human rights recognized in both domestic law and international are very diverse and their observance and implementation leads to the strengthening and consolidation of the state itself, especially the right of access to information and freedom of expression, it with their respective limitations this exercise is that by not infringe rights of third parties, such as the human right to privacy and protection of personal data regardless of whether it is a public servant.
